The Citizens’ Platform on Constitutional Reform has urged President John Dramani Mahama and the Government to immediately publish a comprehensive roadmap with clear timelines for implementing reforms to Ghana’s 1992 Constitution, warning that continued delays could jeopardize the entire process.
In a press statement issued after a Steering Committee meeting on June 8, 2026, the coalition said the window for completing constitutional reforms before the next election cycle is rapidly narrowing and called for urgent action to keep the process on track.
The Platform announced plans to seek meetings with the President, the Speaker of Parliament, the leadership of both the Majority and Minority caucuses, the Chairman of the Council of State, and leaders of political parties to discuss the next phase of the reform process, including implementation mechanisms, legislative and referendum timelines, civic education, public consultations and sustained citizen participation. The coalition noted that the Constitution Review Committee, chaired by Professor H. Kwasi Prempeh, submitted its final report to the President on January 26, 2026, following nationwide consultations. Although the summary of the report received broad public support, the full report has yet to be released nearly five months later.
While government has indicated it is considering some of the committee’s recommendations, including the election of Metropolitan, Municipal and District Chief Executives (MMDCEs), the Platform said there is still no publicly available implementation roadmap outlining the sequencing of reforms, institutional responsibilities and timelines. http://dailydemocratnewsonline.com
According to the coalition, constitutional amendments involve lengthy legal procedures, including mandatory gazetting periods, Council of State reviews, parliamentary approval and, for entrenched provisions, a national referendum. It warned that without immediate preparatory work, election-related activities could overtake the reform agenda.
The Platform reiterated its support for proposals aimed at strengthening democratic governance, reducing excessive political partisanship, enhancing accountability, reinforcing anti-corruption institutions, empowering political parties, increasing citizen participation and rebuilding public trust in state institutions.
It called on government to publish the full Constitution Review Committee report, announce a detailed reform roadmap, establish and inaugurate an implementation body, outline the legislative and referendum calendar, and provide a framework for continuous public engagement and civic education.
The coalition also appealed to political parties to commit to a cross-party agreement that prioritises the national interest during the constitutional reform process and any future referendum campaign.
The Citizens’ Platform reaffirmed its readiness to support government through civic education, technical expertise and public engagement, while urging the media, civil society, traditional authorities, religious organisations, professional bodies, women, youth and all Ghanaians to remain actively involved in shaping the country’s constitutional future.
