Ada East Assembly, Police In Trouble Over Demolition Of Private Property …But Embattled DCE Says Property On Ramsar Site

Date:

The Ada East District Assembly is in serious trouble following the demolition of a fenced wall belonging to one Zebulon Okudzeto, a Building Technologist and Businessman.
The nine-feet-course fenced wall estimated to cost GHC100,000.00 was pulled down on Tuesday September 9 around 11,30 am on grounds that the owner did not have permit.
Checks however proved that there was permit to that effect, compelling the assembly to claim that the land on which the fence wall was erected is part of a ramsar site, that is a reserved area for water conservation and aquatic breeding, when actually Aqua Safari Resort and a host of other buildings and hotels are also lined up in the same stretch of land.
The demolition is said to have taken place on Tuesday 9th September, 2025 around 11:30am led by the Ada East District Executive, Hon. Kenneth Kabu Kanor a.k.a Opetoto accompanied by the Ada East District Police Commander, Mr. Lovelace Glago, Navy Commander of Ada Agorpko, CPO James Ayertey and the Hon. Isaac Nyame Kwarteng, the Assembly man of the area.
The 9-course high 5” block fence wall measured 100ft x 200ft is said to have cost the owner GH₵100,000.00 and was erected on a land near Kpomkpo-Panya, Big Ada within the Ada East District of the Greater Accra. The obviously irate Building Technologist Zebulon Okudzeto a.k.a “The Legal Warrior” along with his brother, Numo Brother Ametepey have vowed to take the assembly on by ensuring legal remedies for the supposed illegal demolition.
Zebulon Okudzeto decried the demolition as inhumane and unfair treatment suffered at the hands of the assembly alleging that he sees it as targeting by the District Chief Executive, Kenneth Kabu Kanor.
The DCE, Hon. Kenneth Kabu Kanor is alleged to have claimed on live radio in an interview that the said owners did not obtain permit before erecting the fence wall.
Upon investigation, the owners of the fenced wall stated that they obtained a valid permit from the same District Assembly Office in which he, the District Chief Executive operates, with a fee of GH₵3,000.00 paid dated Monday 8th September, 2025 and a receipt with registration number Receipt No.: 23/6547737 issued to them accordingly.
They accused the DCE of not acting according to the laid down rules and laws of the assembly insisting that they expected a notice or stop work for them to bring out their permit but that was not the case. http://dailydemocratnewsonline.com
“We were not served with any notice, neither were we asked to produce permit within a given period of time, NO final warning notice was served us; they simply failed to comply with the first and second notices. The case ought to be referred to either, works sub-committee, or the development sub-committee or the finance and the administration sub-committee of the assembly to invite the owner(s) and if they still failed to appear before the committees after all these attempts to produce the required details, then by court order as the final decision, the Assembly have the right to go ahead and demolish the fence wall”, Zebulon Okudzeto insisted in an interview with The Insight.
There are however unsubstantiated claims that the demolition exercise could be part of a broader chieftaincy matter in the Kudzragbe Wetsoyi (Divisional Chief) where Zebulon is actively involved.
Reports indicate that Nomo Daniel Koranteng Fierty-Gamor faction in the Wetsoyi case allegedly want to claim the land at Kpomkpo-Panya (Riverside) which original land belongs to their opponent which is the Fuvier Gate of Kudzragbe – Ada.
Hired thugs were said to have first pulled down the fence wall on Friday 5th September, 2025 around 7:30pm in the evening which exercise was later carried out by the assembly on Tuesday September 9 despite a permit being produced to that effect.
A total cost for both the first and the second demolition of the said fenced wall is estimated to cost GH₵170,000.00.
On Wednesday 10th September, 2025, the owners lodged complaint against these the DCE, the Police Commander and the Naval Officer at the Ada East Divisional Police Headquarters at Kasseh – Ada in respect of the demolition pending a civil action at the High Court.
Ada District Assembly Reacts
When The Insight Contacted the DCE, he claimed the District Assembly only moved to secure lands close to the Ada Songor river in a bid to protect the Ramsar site along the river boundaries.
In a telephone interview with the DCE, he refuted all the claims and indicated that the alleged victim illegally encroached on unapproved site, which is illegal per environmental laws and the assembly bylaws.
He alleged that the victim did not have requisite permit or approved drawings to be on the site, which in any situation would have still amounted to illegal encroachment.
He asserted that, local authorities are moving to secure Ramsar sites in a bid to fight flooding and other natural disasters.
Also in a telephone interview with CPO James Ayertey , Naval Commanding Officer responsible for the Ada enclave, who was also cited to have led his men in same demolition exercise, he affirmed that the action was as a result of a request and subsequent responsibility placed on them per their constitutional mandate to offer assistance to the Assembly’s lawful course of action, particularly in view of them being members of the Regional and District Security Council.
